Latin America offices agree to cooperation plan and new initiatives supporting collective management

CISAC Director of Legal and Public Affairs Adriana Moscoso details the private copying study during the Montevideo Group meeting in Colombia. 

CISAC brought together 14 attending members of the Montevideo Group on November 28th and 29th in Colombia to meet with collective management organisations to discuss copyright priorities in the region.

The Montevideo Group comprises of the heads of copyright offices from Latin American countries. The meeting focused on key collective management and copyright concerns for CMOs as well as priorities for 2018 and 2019

In Colombia, the Montevideo Group members committed to the following:

  • Step up cooperation between CISAC and copyright offices for 2018-2019 to train copyright office staff on documentation and distribution;
  • Spread copyright knowledge to halt unilateral use of national and international repertoires in countries where public communication, broadcast and rebroadcast are not licenced;
  • Carry out a joint copyright office-CISAC seminar for judicial and administrative judges related to copyright as collaborators of the judicial function to contain copyright infringements
  • Conduct a study on which areas of rights management should require collective management as currently there are voluntary collective management cases as well as compulsory collective management cases, such as for private copying remuneration.

CISAC Director of Legal and Public Affairs Adriana Moscoso shared the recently-published Private Copying Global Study.  The study highlights the importance of this levy in CMO collections. CISAC is encouraging the Montevideo Group to consider amending copyright laws to support private copying.

The Colombian Copyright Office Head Carolina Romero stressed the importance of the bond between copyright offices and CMOs to promote a framework that safeguards. She also highlighted the importance of CMOs in generating wealth for creators, as illuminated in the CISAC Global Collections Report.
